I'm hoping that it was mind control or a mission that Steph or Batgirl or any one of the many lady superheroes for some reason weren't available for.

It was when all those Jokerized villains were around. Apparently, Jokerizing the Creeper makes him...really, really serious. And kinda deadly. Making him laugh was the only way to break him out of it.
