It was when all those Jokerized villains were around. Apparently, Jokerizing the Creeper makes him...really, really serious. And kinda deadly. Making him laugh was the only way to break him out of it.

...did you know Sterling asked me if I could get Mr. Sarcastic's autograph for her? I had to explain that he didn't exist, and then she got mad at me.
